I am addressing you in your capacity as Chairman of the Court, together with Elena Yuryevna, since the events that occurred within our family and have continued for more than 30 years are connected with me and my political activities (Nagorno-Karabakh, the war in Georgia, etc.; I will not go into details at this time), and, by extension, with the actions of three former heads of state, as well as the unexplained ‘silence’ of the current leadership.My activities in Armenia took place during the period when the Republic was being established as an independent state.
At that time, there was neither a banking system nor correspondent accounts, nor adequate equipment; the country faced an energy crisis, extreme cold, and hunger.During the famine in Armenia, my Georgian friends gave up their emergency reserves of bread, and Europe provided assistance with specialized equipment.When the attacks on my family began, I was being linked to a certain entity referred to as ‘VEM’ (? Vagan Shirkhanyan and the military-industrial complex). After my arrest, investigator Andronik Mirzayan arranged a face-to-face confrontation between V.
Shirkhanyan and me in 1994.Representatives of a European company arrived with official documentation and testified that the ‘Boeings’ and specialized equipment had been supplied at my request, that I had paid for them myself, and that no state funds had been provided. Shirkhanyan further testified that the state still owed me USD 4.5 million (an extraordinary sum at the time).All of this was recorded in the official minutes and signed by both parties and the investigator. During the trial, the Deputy Head of the Central Bank confirmed that there was no correspondent account at that time and, accordingly, that the state had not paid for the specialized equipment.The materials of the court proceedings were later destroyed (allegedly because the court archive burned down during a fire in the courthouse).
However, I believe that the documents related to these well-known European companies are still held in the National Security building, and that both my testimony and Shirkhanyan’s testimony were also recorded.Out of a sense of propriety, I never spoke about this before, and I understand that the documents bear a classification marking; however, please understand that the truth will come to light regardless. Orders were fulfilled then, just as they are fulfilled now, but at that time the individuals involved—prosecutors and judges—were more principled than they are today and did not ignore irrefutable evidence.
For example, during a court hearing, the prosecutor—the accuser (!)—despite fear of Vazgen and the President, asked the Deputy Minister of Defense, V. Shirkhanyan, based on the results of the face-to-face confrontation, in the presence of a large number of witnesses in the courtroom: Did you not return to Arbak the money that he paid to the European company?Realizing that further discussion could harm him, I addressed the prosecutor and the judges and said: ‘It would be better for you to remain silent; otherwise, you too will be arrested.’ This was heard by everyone present in the courtroom.
However, I do not understand why, at the present time, not a single one of the five judicial instances has taken the trouble to examine and consider the case, instead limiting themselves, in essence, to formal replies. What is this—silent concealment?I have thought extensively about why the leadership of that time (President Levon Ter-Petrosyan, who issued a ‘special directive,’ Vazgen, and others) decided to destroy me. Perhaps the reason was envy—that I had recognition in international political circles and greater resources than they did (despite their official positions).
At the age of 32, I was offered the position of Prime Minister of the Republic of Armenia, but I declined; positions did not interest me. I served as an Adviser to the President in Armenia and as an Adviser to the Human Rights Commissioner in Russia in order to have greater opportunities to help, because, for me, one state is my Fatherland, and the other is my Motherland.But now I think differently: if the authorities change and I assume leadership, the first action I will take is to initiate an investigation and hold accountable the judges and prosecutors who carried out instructions.
I am particularly eager to ask them—first and foremost, the five judges, the so-called representatives of Themis who ‘considered’ the case—the following question: Why did you act this way? Out of ignorance, or were you following orders despite knowing that I saved Armenia and, during the “dark years,” provided bread to their parents?’If it is the latter, then such ‘locusts’ should not even be allowed to have offspring.Those who attacked my family, you should know, were punished by God: five were executed (Vazgen and the heads of the military police); the others rotted in prison, died, or saw their children suffer from cancer.
A couple, it is true, survived; both claim they are innocent, shifting the blame onto each other and onto Vazgen. You may summon them and personally question the former heads of state—the second and third presidents. But, frankly, I am not addressing you with the expectation of a decision, nor do I believe that you can change anything. The previous instances have already demonstrated everything.The court is the only institution for the protection of citizens; in accordance with the law, it must hear both sides and render a decision based on its inner conviction—what kind of inner conviction is this?
Not a single witness was summoned. I do not know how you will respond if my story comes to light.
As a next step, I intend to submit a request to the Prosecutor of the International Criminal Court (after all, Armenia joined the ICC in 2024), so that, upon receiving all documents regarding the involvement of the three presidents—including how the Armenian National Security Service requested the Russian FSB to isolate me as an accomplice to international terrorists, and other related matters—he will initiate an investigation in Armenia.
I very much want all those responsible to be held accountable, because I am convinced that Armenia will be destroyed if such ‘jackals’ remain within it. I was once asked why I sometimes write so sharply, even rudely… I have now come to understand that it is precisely these individuals who are responsible for the deaths of so many young people and for the fact that humanity as a whole stands on the brink of destruction. It is the entourage—the inner circle of prosecutors, judges, and others—who are to blame (it makes no difference in which country, whether a small state such as Armenia or a superpower like the United States). Because of them, the top officials—appointed or elected by the masses (not by the people)—come to regard themselves as ‘gods’ within their own territory.
I believe you have read my articles and know that everything I foresaw—Nagorno-Karabakh, Ukraine as a trigger for a global realignment and a third world war, the threat of nuclear war, Israel–Palestine, the conflict between the United States, Venezuela, and Spanish-speaking states, and others—is now coming true.
